- The Government of Republic of the Union of Myanmar has received a loan from Japan International Cooperation Agency (JICA) towards the cost of the Yangon- Mandalay Railway Improvement Project Phase I. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Package CP104: Rolling Stock.
- Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement. The Eligible Nationality of the Bidders shall be Japan in the case of the prime contractor. In case where the prime contractor is a joint venture, such joint venture will be eligible provided that the nationality of the lead partner is Japan, that the nationality of the other partner is Japan and/or the Republic of the Union of Myanmar and that the total share of work of Japanese partners in the joint venture is more than fifty percent (50%) of the contract amount.
- Myanma Railways, Ministry of Transport and Communications now invites sealed Bids from interested eligible Bidders for the design, execution and completion of Rolling Stock (Diesel Electric Multiple Unit) (“the Works”). International Competitive Bidding will be conducted in accordance with JICA’s Single-Stage Bidding Procedure.
- Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the head office of Myanma Railways at the address shown below, during office hour from 09:30 a.m.to 16:30 p.m. Monday to Friday.

- A complete set of Bidding Documents may be purchased by interested eligible Bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of United States Dollar one thousand (1,000 US$). Unless Bidder’s eligibility is confirmed the Employer will decline to provide any Bid information.
- Bids must be delivered to the address above on or before14:00p.m. on 9th March 2017 and must be accompanied by a bid security of Japanese Yen one hundred and twenty five million (JPY 125,000,000).
- Technical Bids will be opened in the presence of prequalified Bidders’ representatives who choose to attend. The opening of Technical Bids will take place on 7thApril 2017, at 14:00 p.m. at Myanmar Railways Head Office Conference Room, Nay Pyi Taw.
- If Bidder is only one, the Employer may consider returning his Bid unopened.
