ChildFund Myanmar : EOI for Consultancy (Design and quality assurance for a two-storey school building in Yangon). Closing Date 4 Nov 2019

BACKGROUND

ChildFund Myanmar is the representative office of ChildFund Australia – an independent and non‐ religious international development organization that works to reduce poverty for children in the developing world. CFMM is currently engaging in three program areas, child protection, education, and youth resilience, in collaboration with local partners in different regions and states.

 

ChildFund Myanmar has been working in education sector through formal and non-formal channels with various stakeholders including government schools since 2014. In discussion with Department of Basic Education (DoBE) of the Yangon Region, ChildFund Myanmar will support the construction of a two-storey school building with necessary equipment in a primary school in Hlaingtharyar township in Yangon Region. For this purpose, ChildFund Myanmar is seeking a local consultant or consultancy firm to provide the design and follow up quality assurance for the school building in Yangon Region.

 

SCOPE OF WORK

 

The consultant or consultancy firm will be responsible for designing a two-storey school building with attached toilets constructed in a primary school in Hlaingtharyar township, Yangon and for ensuring its quality assurance till the completion of the construction. The specifications for the scope of work are provided in detail description section.

While designing the school building, the consultant or consultancy firm is required to follow Safe and Child-Friendly School Construction Guideline1 and the Myanmar national building codes and will participate in meeting with relevant stakeholders such as Yangon DoBE, the selected school Principal, Federation Myanmar Engineering society and Earthquake committee. The firm will deliver the building and landscape design, costed plan and M&E plan. The firm will engage with the construction firm for follow up M&E on Quality Assurance.

Description of proposed construction

–  50 feet x 32 feet x 20 feet

–  2 classrooms (20 feet x 24 feet) in each floor

–  Corridor and staircase attached

–  2 linked toilets

Project site Hlaingtharyar township, Yangon Region
Duration of assignment Approximately eight months (3 months for design and 5 months for quality assurance)

Expected quality

Design of the construction needs to be in line with Safe and Child-Friendly School Construction Guideline and national building codes

Quality assurance of the school building in collaboration with the construction firm

 

Expected deliverables

A comprehensive design with costed plan for the mentioned school building as a guide for construction firm

Ensured quality assurance throughout the whole construction period with regular reports

 

 

Expected qualifications

–  A registered consultant or consultancy firm

–  At least 7-year experience in designing for the construction and quality assurance

–  Concrete experience in school construction

–  Understanding the context of the school and the Safe and Child-Friendly School Construction Guideline

Period of accepting application 22 Oct – 4 Nov 2019
Consultancy fee and schedule of payment The consultancy fee is for the whole package. Payment will be scheduled on result based approach.
 

Supervision

The consultant or consultancy firm will work under the direct supervision of Program Manager of ChildFund Myanmar who will

be responsible for the quality assurance of the deliverables.
